 Available and Comfortable Housing

The project “Available and comfortable accommodation” of the Udmurt Republic focuses on the following aspects.

1. Increase in the volume of mortgage lending

Within this objective, 2774 families have improved their living conditions during the first six months of the current year, having received mortgage credits and real-estate loans to the sum of 1.5 billion rubles. This sum is three times as big as it was in the first half of the year.

From the beginning of the year, a new scheme of real-estate loans provisions with compensation to 7 % of the annual percentage rate was introduced. 77 borrowers received these real-estate loans up to the sum of 37 million rubles.
219 million rubles (that is 15 % from the total amount of credit funds) was allocated for building by lending agencies. Mortgage corporations gave 83.5 million rubles (that is 27 % from the total amount of made credit funds and loans) for purchasing accommodation in the buildings under construction.
Extra 265 million rubles of credit funds resulting from refinancing of bonds by Federal Agency for mortgage crediting was committed to the republic.
The number of credit organizations giving mortgage credits increased from 10 to 14.
Since July 1, Agency for mortgage crediting has reduced interest rates of mortgage credits. Now they make up 11.5 % – 14.5 % annual percentage rate and depend on the initial installment and credit period. (They made up 12% – 16%).
Measures to increase the circulating assets of mortgage corporations are being taken. 60 million rubles was committed to increase authorized capital of Mortgage Corporation. The bond fund gave budgetary credit the sum of 180 million rubles with annual percentage rate at 10 %.

2. Increase in the accommodation availability

According to the republic target program “Accommodation” the following steps in the sphere of capital investments for 2006 are planned: partial compensation of real-estate loan up to the sum of 3.9 million rubles to young families, compensation up to the sum of 4.1 million rubles for giving benefits to young families by the birth of children. The sum 1.5 million is planned as soft real-estate loan to young families.
During the first six months of the current year, young families received soft real-estate loans to the sum of 9 million rubles, up to 30 % in the corresponding period of 2005.
In total 422 young families received mortgage credits and loans to the sum of 133 million rubles, including 47 million rubles given to 124 families by Mortgage Corporation within bank programs.

3. Increase in house building and modernization of municipal infrastructure

In April of the current year, Government of the Udmurt Republic approved the assignment for building 420 square meters of accommodations on the territory of the republic in 2006.
In six months the area of made up 91 square meters, 46% in the corresponding period of 2005.
Enterprises and organizations of the republic cities (regions) continue participating in house building. During six months of the current year, the sum for accommodation building and purchasing under house building agreements and letters of guarantee amounted to 257 million rubles. This sum is 1.4 times as great as it was in the corresponding period of last year.

Ministry of Housing and Building of the Udmurt Republic claimed 5 objects to the total sum 147 million 989 thousand rubles for financing in 2006 by the federal budget within the subprogram “Modernization of the communal infrastructure”. The tender was accepted by the Russian Federal Agency for Construction, Housing Maintenance and Utilities. However, resources were not assigned from federal budget to the republic.

At the expense of the republic budget in the first half of the current year following activities were financed:
- activities in municipal services for the development, reconstruction, replacement of engineering network and structures to the sum of 9 million rubles (8.7 million rubles was drawn down)
- activities for reconstruction and modernization of city objects of communal services to the sum of 68.5 million rubles (50.5 million rubles was drawn down)
Ministry of Housing and Building of the Udmurt Republic with the cities and regions authorities take measures to increase the area of the residential developments, including unusable agricultural land.

4. Fulfillment of state engagements to particular categories of citizens

Realization of this objective is fulfilled entirely at the federal budget’s expense.
State support is based on the rent subsidies verified with state certificates. At present more than 40 certificates were given to the military officers transferred to the reserve, and citizens who left the northernmost parts of the country.
For 2006 federal budget set limits of financial resources up to the sum of 31 million rubles for gratuitous rent subsidies to veterans, disabled people and families with disabled children for accommodation purchasing. These resources are to help 135 citizens.
